Can i get legal assistance from legal services authority for file a case

Sir, I am a mother of a 17 years son. I am a divorced woman and raring my son single-handedly without getting single money from his father. Son is with me from his birth. His father left us before 15 years. I have been denied to get caste certificate on my caste basis. The Caste Scrutiny Committee has sent this matter to Government of Maharashtra for getting permission to handle this case on 5th March 2019. But the Government of Maharashtra has not revert yet. My case has not been rejected yet the Caste Scrutiny Committee, In this situation can I approach again to Caste Scrutiny Committee with the different Judgement recently passed by Mumbai High Court (Nagpur Bench, because that time when I applied, these Judgements were not with me, I referred that time only the Judgement of Supreme Court - Rameshbhai Dabhai Nayak Vs Gujrat Govt.) And now my son is in Class 12, he needed the caste certiicate urgently. I belong to Scheduled Castes. I am not much financially sound to spend money in court.
