Technical Resignation from Indian Railways

I worked in Indian Railways for 6 years, While on EOL, I applied for another post in AIIMS, without applying for NOC. I had a bond that I will serve Govt of India for three years after EOL. I worked for one ear after joining back after EOL. Now I got selected and submitted technical resignation application. Medical Director accepted resignation, but didnt approve technical resignation. Principal Chief Medical Director (PCMD) approved Technical Resignation and Personnel Dept issued Memorandum that it has been approved by Competent Authority and Bond can be transferred to AIIMS. Now, Medical Director, who is subordinate to PCMD has requested for review to cancel technical and approve only personal resignation and ask me to pay penalty for the remaining bond period of 2 years, which could be transferred to AIIMS. His main notes are that they can't hire a new person for 2-3 years due to my lien and I didnt apply through proper channel, which was already overlooked by PCMD. Also, there are no such rules that they cant hire anyone else. I don't have much time to join my new position. If I file a case, will I win? How many days it might take?
