Query regarding OBC certificate.

Dear Sir/Madam My daughter is in class 12th right now and she has appeared for Jee Mains this year be belong OBC NCL (Yadav Ahir) category and I have a caste certificate issued from Uttar Pradesh but my family has been leaving in Mumbai since 1980's so I tried to get the the OBC certificate initially from Maharashtra but after a lot of follow ups they gave me immigration certificate and told me to get the OBC NCL certificate from UP for which I changed the address on my daughters Aadhar Card to our native home in UP and also got a domicile certificate from UP on the suggestion of the Tehsildar but she also has a Maharashtra domicile. Even though we have a OBC NCL certificate in central format from UP it is not applicable in Maharashtra Common entrance test for engineering so why is it so and now we belong to which state UP or Maharashtra and what is her permanent address as we have changed her address on her Aadhar card and is she eligible state OBC quoto in Maharashtra or UP ?
