My salary is with held by principal without prior notice.

I m deputed to higher education (pH.d) for one year from 1/8/2019 to 31/7/2020. In my order copy college authority mentioned that I have to submit my research progress report for every 6 months. Principal insist me to do NBA work even though I relive ( Ph.D study)from college. He also told that any information from hod or my either via mail or WhatsApp you come and do the work in college. So I came to college at aug 24 2019 and 9ct 25 to 31 Oct 2019. On Nov 27 2019 our college principal sent a mail and state that you have to submit progress report for every month and attendance certificate with register extract. submit November months progress report by 29 Nov 2019 with in 12 pm. Currently my guide is working in different college and I m doing computational work under co guide. I submit my research progress report duly signed by co guide via mail . Then principal send harsh message and he mentioned guide signature is required. So I sent the same document to my guide and forward the mail to principal. Now principal state that you should submit the attdance certificate certified by your hod when you are working in the college for NBA work. Without prior notice he with held my salary.. What can I do now???
