House owner is not returning my deposit money for the past six months

I have leased a home with the deposit of 2.5 Lacs in the month of Oct 2018 with lease period of 11 months. I have decided to vacate the home due of my family issue and also water problem. I have informed my house owner orally that I going a vacant the house in the month of May 2019. He agreed and he said he will return the money within the same month itself but still he didn't return my full deposit money and I got a written statement from him that we have to vacate the house on 1st Oct and he will return the deposit on same day itself but he didn't. On 10th Oct he gave 1 Lacs only. When I ask for Balance amount he is telling you go anywhere you can't do anything I will give whenever I have till that you have to wait. He and his wife is shouting at us and lose talking when we ask for our money. Kindly suggest what to do.. Meanwhile I rented one home with 8k rent by believing his words that he will rent the amount and I am paying the rent for past 4 months which is very difficult for me..
