Passport impound

When i traveling from India to Canada on Imigrant visa then immigration officer told me my passport is blocked. i ask her reason for block then medam told me u send application to police your passport is lost. my passport was lost in july 2017 and so i do FRI in Police station my passport was lost and i want to new passport. but within month my passport found in home. so out my knowledge i didnt close application of my lost passport was found from my home. after one year i applied for canada immigrant visa and that time i applied for PCC from DSP office and Passport seva kendra office. but that time i clearly passed my PCC both office. even no passport office told me my passport was blocked. and after got my visa i traveling on visa then airport imigartion office told me my passport was blocked.and my passport was impound.and told me go to FRRO office. and when i went FRRO office then officer told me i send RPO and they decide what happen. plz suggest me can RPO reactivate my passport or give me new passport? otherwise RPO give me new passport then any affectbon my canada PR visa? this visa is all of my career and my life futur.so i want reactivate my passport.is it possible?
