Notice from court to a Government department

My Uncle passed away 6 months back.After that we got a court notice regarding a debt that should be cleared, for which the settlement and case cancellation before Lok Adalat court has been done 3 months back. My Uncle is a govt employee, so he should get employee benefits which have been withheld as a communication has been sent from courts side to Uncles department to withhold the benefits when the debt case was filed in the court. After repeated tries for 3 months and a petition seeking intimation of case cancellation to my Uncles department the court Judge has agreed to send communication to Uncles Department to release the funds. I wanted to know generally how long does it take for court to send a notice to my Uncles department to release funds. Also what are the steps that they follow? Does the notice require Judges signature or can it be sent by superintendent? What is Central Nazarath? How does Central Nazarath office come into picture while sending the notice to Uncles department? The court the case is filed and the location of Uncles department are different, will that make any difference? Will court send the notice as courier or will some one from court deliver it personally? Thanks in advance
