Daily wages payment under gOvernment offices

Iam working as an outsider on contingency basis on postal department from since last 11 years ....And the head of this division officer pay to me according collectorate rate .which changes in every 6 months only 5-10 rs per day added on new rate on the previous rate. Increase this rate every year only this much..And department of postal pay to me of only working days salary government holidays and weakly off sunday we not get the pay of these days which I can earn only 7000 rs. Of my present working days payment like sometime 23 days or 24 in a month. .We not get the actual rate of central departmnt... Many of outsource fights against this and IPC has given some facilities against this but only on few states ...But I have heard that now supreme court has passed new order against our rate for every state to pay every outsider 15000 per month.. I want to know that latest order no under IPC section and if i will not get then what punishment or way I can choose regarding this matter..Pls reply to me only it's a request don't contact to my H .o. D's
