Canadian being scammed?

Hi I had a contract agreement for a app and webapp development service between my company XpeDash and the other company located in Kolkata India. We started First payment for activation of service on June 27 2019. The service was supposed to start then and finish September 1st during the summer months we had lots of problems due to the guy responsible for the project not understanding English well and not properly fixing the issues we spoke about. We then broughtt this up to the attention of the co-founder in September 8th he said no need to worry he would employee many people on project and everything would get done by September 23rd as long as we agree to all designs by then. I’m still receiving designs today even though all were supposed to be send to me that week of September 8th. They agreed for app delivery on September 23rd then spoke to me via a call on what’s app and said it would be impossible but we can aim for September 30th if we only go with some parts of app due to this conversation I submitted to them an email with what we require for launch on September 30th they know just emailed me two days ago saying this is not possible and gave me a new date of 5 months later for January 2020. I’m currently in Canada I’d like some legal insight.
