Regarding promotion/Time scale

Dear sir, I am working in INDO GERMAN TOOL ROOM, Aurangabad Maharashtra I joined this Central government society may 1996 as Technician Gr.-I in regular Employees already I have passed Diploma Engineering before joining the the society, whenever the advt. published for the post of Engineer Many times I applied for the same but the management didn't select me for the post of Engineer so many new candidate appointed and became senior to me. However the days Spend and almost 11 year 4 month spend in the same position and in between almost I had attended 6 to 7 times interview for the post of Engineer but not selected by management but after 11 year 4 month management have to promote their favourite candidate/ employees so that they publish advt. for the post of Engineer. and the post was 5 year Contract basis as usual I m just attending the interview and not selected I am so afraid and not apply to this time, but the notice recognise by management that I have not applied so my department head forced me to apply the application for published post also he misguided me that all the next selected Engineer will be the contractual and both rules and regulations are the same for 5 year and regular... as per HOD I applied for the same position on back dated and all the candidates who also has applied the management conducted the interview and select their favourite candidate as employees before me and Interview post and Taken afterwards (after 5 months) and after attending the interview I have issued the 5 year contractual letter as Engineer that management didn't have to promote me in DPC (Departmental Promotion criteria) and also forced me to join the position asap so due to not different in rules I believe on the management plan and I joined the 5 year contractual agreement till I m working in the same position from last 12 year but not promote me under the DPC/MACP as I am working here from last 23 year 5 months but till I have not received any time scale under DPC/MACP so please it is requested to you please convey the proper guidance the colligue who are joined with me they have promotion 2 to 3 times but I have not till received this type of promotion if I am thinking court the management threatening me the they will be end my services after 5 year
