Resignation unnder rule-16 of c.c.s( c.c.&a) rules , 1965

I work in a Post office as PA. I am charge sheeted for misbehavior and accounts . I am appointed as Postal Assistant in a double handed Post office. After one year of my service , I was Sub Postmaster in charge of the Sub Post office I was appointed. I suppose to be under probation for Postal Assistant for two years. Without completing my PA probation period years I was SPM in charge. I was not given a single penny for doing a job(SPM IN CHARGE) addition to my own job(PA) . I informed my senior authority that I can not work alone and requested to appointe a SPM . But no one heard my request. I worked alone. In two years time when I was SPM in charge , the department kept on introducing many new services and upgraded the working system. I found it difficult and could not do my job properly. I failed to do my job in many aspects as I was alone and ineligible to do SPM job . When I resigned My resignation was not accepted . It was mentioned that Desciplinary action pending against me . Now I'm charge sheeted . How can I resign under Rule -16. If resignation not accepted at least I don't want to come to office till the resignation is accepted.
