Ssc exam

Can u plz give me some advice... My husband had passed SSC CGL 2014 and got excise inspector but his first preference was CSS. He filed an RTI and came to know that he had cleared typing test and Excel in CPT but his PPT marks were zero. He had also passed PPT as per the sheet marks but he forgot to write his name and roll no. by hand on the printout of the PPT sheet despite it was clearly written in the instructions to write the name and roll no. by the candidate himself otherwise zero marks will be awarded. Although he put his signatures on the sheet. And he joined Excise on 1st August 2016 in Chandigarh. We could not file an appeal in court till yet due to treatment expenses of my father-in-law, who is a cancer patient. My husband frequently travels from Chandigarh due to family issues. Is his mistake justifiable in court?? Can we file an appeal in CAT NOW for not getting CSS??? If yes, how much expenditure will it take?? Plzz suggest as the transfer is not possible at this juncture and my father-in-law is a cancer patient he have to take care of him also. I am a JSO in ministry of Statistics. He is also trying for loan/deputation basis job in Delhi but nothing fruitful has been by the Dept. till now. Kindly suggest plzzz.
