Residency scheme 1992

Sir, i am a senior resident,in an autonomous delhi govt hospital. Senior resident is a tenure post for 3 years. However, my hospital management continued me as a senior resident for more than 10 years on contractual basis after 3 years of regular residency on pay scale with regular increments in each july,approved by the finance committee. Now suddenly without giving me any new contract terms they have reduced my salary to minimum of basic pay scale on daily basis and that too from back date of 34 days and have even recovered the differance of salary of 34 days from my salary account in a single go without informing me. Sir, is there any law in the residency scheme for this action as the Director says that it is under the provisions of residency scheme .I continued there as i was willing to work for deprived people and management assured me of due faculty position , however no recruitment conducted for faculty posts. I have records of increment and extensions orders duly signed by the competent authority.
