CCL leave not granted by authority person

I am a state govt woman employee. My baby girl is 7 months old .I was on maternity leave for last 6 months and 45 days earned leaves. As per CCL gr ,I have applied for CCL leaves for 60 days in continuation to maternity leave & earned leave complition. The assistant director (Authority Person) is not granting for CCL leave and sent letter to join office immediately because of his stupid attitude and non helping nature and he along with office administrator who is always greedy for bribe has sent email (intimation letter) to join office immediately else strict action will be taken by office. I am also at outstation. In letter they have mentioned as per GR, the employee has taken regular leaves earlier ( My first child had epilepsy (Brain disorder) and hence had taken almost 1 and half year unpaid leaves (2 years before)and authority person has a right to approve leave, but without his permission and without joining office you have applied for CCL leaves which is not granted by him.Actually,As per CCL gr, we can apply for CCL leaves in continuation to earned or maternity leave without doctor certificate and without joining office. Hence I did the same thing. I am supposed to go to meet with higher authority but he is on leave for one week. Please suggest what should be right way to compel this situation. Thank you in advance.
