Mental Harassment

This is Bibhudatta Parija working as a HR Manager at Enzen Global Solutions Pvt. Ltd. Odisha location. I have been here since Aug 2013. My query is that Odisha operation head of Enzen is always behind me, speaking very negative words, fabricated words in front of my colleagues, my managers, juniors & random people inside our organization. He always try to know each and every confidential data of employee but as per policy when we don't disclose to him, he is always saying to others that ,there is leakage of confidential data by me. He is even said to my manager that don't believe in him. he is a nasty guy. Lots of speculation and fabricated words used by him against me. It is happening since last 3 years. Always try to remove me or transfer me from the system. When I am listening such words it is disturbed me from doing my job with concentration. I am getting mentally frustrated by his words, which is also affecting my personal life. Could you please let me know how to get rid of this. He is from operation and I am from HR department. But he is the only person who is behind me in this organization.
