Company not pying my Full and Final Settlement.

Today on 23rd July I was shocked when I called HR of my past company. I was following her up for past few days about my last months salary after 45 days of my resignation. She said Shantanu,Honestly speaking Don't get your hopes high about fnf settlement, as you know the company's financial condition is quite bad. Actually on 23rd of May in the morning i approached my HR and told her i want to put down my papers, she was not so shocked as I was third person in a month to resign from the company. We were not getting our salaries on time and it become difficult to survive with several financial commitments EMIs etc. So like them i decided to put down my papers. On hearing she asked me to post resignation over email and send to CEO. I shared my resignation to both HR and CEO. I also asked her that i want to negotiate on the notice period, I can serve 15 days for that if you are comfortable. She later approached me and said we dont want you to complete your notice period we can relieve you immediately if you want, she said the same to the one other person who was serving notice period. So on 27th May was my last working day. She said she will do fnf after 45days of resignation. Now its 23rd July 2 Months of my resignation he havnt yet received my fnf and same is with the other employees. Can I do anything here, a months salary matters a lot, and HR says Dont get your hopes so high actually scare me a bit. Please suggest.
