Road built on my land in 2004 without paying compensation and acquiring my land

In 2004 road was built on my land without acquiring my property (Government encroachment) and immediately we had filed a case in court. After fighting the matter in court for 11 long years the Lower court, Ghazipur gave a verdict saying that the state immediately needs to pay us the losses we have incurred over 11 years @ 1lac per year as no farming was done on the land plus they need to buy out our property by paying the compensation amount as per land acquisition act. However the then government again filed a case with Sr. Division Civil Judge and since then we have again been fighting out the matter there and all we are getting is a next hearing date. Then I complained to the PMO and after 4 months of continuous follow ups this month I was informed in a written mailed signed by many officers that as a court has given verdict in our favor we need to meet the PWD officials and get it resolved. The PWD sent many officials on the disputed site and all their officials who have visited so far have given us assurances that as this is illegal thus the PWD has to pay us the amount. Few months back a tender to repair the road was awarded to a contractor which we have stopped at our site. So they have left this disputed site and completed the road. Every official whom we have met so far assures us that the government has to pay but no clarity on when this will happen because even in the court the matter is pending since 4 years now even though one court has already passed verdict in our favor. We are incurring huge expenditure fighting this case because we are based in Mumbai and my father has to go to Ghazipur court almost every month and sometimes twice too. In brief we have not been paid a penny for our land which the government has taken in 2004 and even after a verdict from one court they still are prolonging this issue. Please guide what should we do now
