Legal action against mudra Yojana in Dehradun, Uttarakhand

Hi Sir, Good Morning. The reason behind writing this message that few days back i was looking for some business loan from mudra Yogana online. After searching i found one mobile who claimed to give loan on behalf of mudra yojana. After i applied the application for loan they have asked me a sum of amount 3500/- towards registration and advisor fees. After 1 day when they delayed my application i asked the reason. They again asked me a sum of 9200/- for agreement fees. In the agreement letter they mentioned saying that the loan amount will be credited with in 2 working hours, but again they delayed for 1 more and asked 15k. So i have cancelled my application. After that they told my amount will be refunded to my account. Its been a month now they have not responded my calls and messages. They are only saying it will refunded, but they are not giving back. They have cheated on me by taking the amount instead if giving back. I dont have a single rupee in my hand and to give any lawer for taking legal actions against them.
