Legal Advice for Dead dependent Quota

Here is Nishant Srivastava s/o Late Shri Pratap Narayan Srivastava, Staying in Lucknow (U.P.), my father was an office assistant in electricity board (U.P.P.C.L.) at Jhansi, he died due to cancer in SGPGI, Lucknow on 25th January 2003. His duty was remaining for 10 more years. we are two brother, Me and Prashant Srivastava both are married and a married sister. need to know, after my father's death, according to their verbal legacy, which was decided as one son will take his job after his death and one will take the house where we all live, & after his death, all the capital like GPF, Bank Accounts and all will diverted to sister's marriage. All the expenses regarding to our studies and all will borrow by the one who will take the job. We accept the same but after joining my father’s duty my brother changed and never look back to my mother and me too, except sister. He drunk many times and also having relations with many girls even after marriage he has many extra marital affairs too. I always warn my mother for restricting him but my mother ignores me, sometimes he torture us, with not paying my college fee and local convince and for the food also. I request my mother to complain against him in his office, but she refused and said “God will punish him”, all these thing were not better for me so I started working offside and earn money to meet out my home expenses, which was not satisfactory, so I left my studies and look forward to earn money and help my mother. . Recently my mother expires in November 2018, after this my brother and my sister claim on my home, as father’s declaration that home was delivered to me. They are now torturing me and also paying police and all for the same thing. Do I have any right to claim on his job or not, coz after my NOC he got the job?
