Non access to Common area and Electricity

I have an apartment in Kolkata, The apartment was handed over to a society formed as sec 45 company. The shares of the society is still not paid up and allocated to members. I have paid all my regular monthly expenses called "Common Area Maintenance" regularly till May 2018, but The society has stopped me to access a common area since May 2018, where all prepaid electricity meters are kept. In a way not allowing me to recharge and thus making my apartment inhabitable by not allowing me electricity. The reason quoted by them is a capital expenditure of INR 10000 not paid by me. For which I have communicated several times that, I shall pay it once I am issued my share, also they have imposed cultural fees of 100 INR per month in maintenance which I had requested not to include in common area maintenance and adjust my due of capital expenses of 10000 from there first. Two questions - is this case a consumer case or a case of denial to basic amenities? I have solid documentation and communication over mails.
