Is it true that BMRDA approved property will get OC and CC and is it A Khata

I am looking forward to buy a flat in gopasandra village, sarjapura road, anekal taluk. "Whereas, the Vendors are the absolute owners of the Residentially Converted land bearing Sy. No. 47/2, measuring to an extent of 14.08 Guntas (Duly Converted from Agricultural to Non-Agricultural Residential Purpose vide Conversion Order bearing No. A.L.N (ASH) S.R. / 13/2015-16, dated 24.11.2015, issued by the Deputy Commissioner of Bangalore Urban District), situated at Gopasandra Village, Sarjapura Hobli, Anekal Taluk, Bangalore District, which is hereunder and hereinafter referred to as “ITEM NO. 2 OF THE SCHEDULE A PROPERTY”. The land bearing Sy. No. 47/1, measuring to an extent of 2 Acre 20 Guntas, situated at Gopasandra Village, Sarjapura Hobli, Anekal Taluk, Bangalore District, originally belonged to one Sri. Krishnappa S/o. Puttarappa having acquired title to the same by virtue of Settlement deed dated 11.11.1941, entered into between Sri. Krishnappa, Venkatashamappa, Lingappa and Nanjundappa, out of which krishnappa has allotted the land bearing Sy.No.47/1, measuring to an extent of 2 Acre 20 Guntas, which is registered as Document No.679/1941-42, in the office of the Sub-registrar, Basavanagudi." Is the above situated land legal or not? Will it come under BBMP or BDA or BMRDA? is it safe to purchase a flat here? These owners confirm that they will issue OC and CC. can I buy it?
