Transfer of service bond

I was working as Asst admn Officer with LIC of India. I have signed two service bonds with LIC... One at the time of joining in Nov 2013 for Rs 100000/- for four years of service. And second in Mar 2017 after getting selected for Information Technology Group of LIC by an internal exam for LIC employees... Second Bond was for 500000/- for 5 years of service.... On 18-19June 2017 the merit for Indian Air Force AFCAT exam came and I made it to the merit. I have applied for that exam through proper channel and after taking all due permissions from LIC authorities. After selection I applied for resignation from LIC on 20 june17 as my joining at Air Force Academy was on 01 jul 17 and also wrote to competent authority for waiver of bond amount or transfer of bond to IAF as per govt guideline... (DPE O.M. No. 15(2)/2003-DPE(GM)/GL-57 dated 29th July, 2004). LIC authorities denied to waive the bond amount. When I visited central office of LIC they agreed to wrote a letter (mail) to IAF authorities on 26 Jun 17 regarding IAF's acceptance for transfer of service bond from LIC to IAF. But as I have to join air force academy on 01jul17 and no reply was received from IAF by 29 Jun 17, they made me to pay whole of the bond amount (100000+500000+cost of training+ 3months of salary(notice period) + service tax) amounting to rs 9,02,800/- before handing me over the relieving letter from service. I had to pay whole amount and I joined IAF. Later I wrote numerous mails to LIC regarding the status of IAF's reply to LIC's mail, but they never replied to my numorous mails since then... Finally I had to file RTI and got the response through RTI channel that on 23 Aug 17, IAF has written to LIC to forward the certified copies the my service bond to IAF HQs for there custody... To which LIC replied on 24 Oct17 that as I have already paid the total amount, bond is no more applicable. I feel this is a complete fraud and wrong practice because I had to pay the nine lakhs of my hard earned money because of the delay in communication between two organisations. What legal adcice will you suggest me to get the amount back that I have paid which I was not supposed to pay as per govt guidelines but had to pay because of delay in communication and in order to get relieving letter on time to join IAF
