Penalty imposed for updating address after police verification
I applied for passport on 10 Jan 2019. Done with my documents verification and biometrics on 14 Jan 2019.
While applying for passport all my documents were registered with my old address which is now given on rent. In the month of April 2018 we shifted to new address. Due to address mentioned in documents was not updated I did not mentioned my current address in the application, instead mentioned the old one. Police went for verification and noticed that I am staying no more at that address. They asked me to visit police station for the clarification. I went to police station and told all the facts. They then asked me to update the documents and visit the RPO.
Visited RPO on 19 Feb 2019. I went with few of my documents updated such as Aadhaar card and bank passbook. The officer did not ask me for any clarification or any documents and directly imposed a penalty of Rs.5000. On asking for a rule where it has mentioned that updating an address at RPO is penalised, she scolded and sound lot rude which is not right. We applicants do have right to know the offences under passport application. I did not found correct to pay the penalty since I have not given any false or fake address or have not done any crime to accept the fault.
Kindly suggest what should be done next, as I am clueless about the offence under which I am penalised.
