Pay fixation under fr 27

2002-2003 The Applicants joined the BSNL as Telecom Technical Assistants (TTA) 00.00. 2008 The Applicants were working as permanent employees of BSNL and appeared through proper channel for the “Direct Recruitment of Graduate Engineer Junior Telecom Officer – 2007”, for the post of JTO in the year 2008. After being successful in the examination, were promoted to the post of JTO in the pay scale of Rs.9850 – 250 – 14600. (E – 1 A Scale). 26.11.2008 The pay scales of the employees working under the IDA pattern were revised by the Government on the basis of recommendations of 2nd Pay Revision Committee (PRC) vide Ministry of Heavy Industries & Public Enterprises Letter dated 26.11.2008 and such revision of pay was made applicable w.e.f. 01.01.2007 & 9850/- is fixed at 21620/- 27.02.2009 The Ministry of Communications & Information Technology, Department of Telecommunications issued a letter dated 27.02.2009 implementing the 2nd PRC for the employees of BSNL 23.06.2010 BSNL Corporate Office Vide an order dated 23.06.2010, on the subject of extension of benefits to internal officials selected against DR – JTO quota, who applied through proper channel, it was stated that officials appointed as DR – JTO are entitled for benefits of past service, if otherwise admissible under rules, for fixation of pay in the post of DR – JTO, treating the resignation as ‘technical formality’. It was further clarified that the said officials are entitled to pay and allowances of the previous post during the period of pre-appointment training for JTO post, in lieu of training stipend The BSNL Corporate Office thereafter issued a letter dated 19.03.2012 stating that initial pay of directly recruited JTOs may be fixed at Rs. 19,020/- in the revised pay scale of Rs.16400 – 40500 on their date of joining in BSNL. My office is giving me the protection of Pay of the previous cader in comparison with directly recruited JTOs (19020/-) not as compare to internal Candidate promoted to JTO(21620/-) Now My question is that whether I a Comparing my self to internal candidate payscale of external candidate
