Property Tax liabilties - Mumbai

Dear Professional i purchase tenancy right of Room in Mumbai and tenancy seller made surrender letter, affidavit and power of attorney in my favour. This building is with court receiver because of landlord dispute since 1984. In 2014, we talked landlord and ask to transfer of tenancy right in our favour, since the property was in court receiver so we got the letter from high court with instruct that the tenancy right has to transfer in our favour. Till 31.03.2018, we paid all rent and get rent receipt from court receiver. In 2018, we received notice from court receiver to pay arrears of Property tax and repair cess since 1984, amount is 2.50 Lacs per room. (total 2 rooms) Now my question: 1. Is tenant liable to pay property tax / repaire cess or Landlord is liable 2. am I liable to pay taxes since 1984, which property not used by us from 1984 to 2008 3. in Municipal, outstanding shown in building name not my property name. so its a builder liabiltiies am i right? 4.
