What is the maximum number of tenants in a 3 BHK Flat ?

I'm the shareholder of a 3 BHK flat in a Co-operative Housing Society that is rented out to 6 girls. The names of the girls are on the rental agreement and police verification is done.
Recently, the CHS seems to have framed a rule stating that ONLY 4 bachelors to be staying in a rented 3BHK flat and no more than 3 bachelors in a rented 2 BHK flat. They have further said that they will not issue NOC, in case there is more their stipulated number of bachelors in the rented apartment.
The CHS is also, charging a premium on the regular maintenance from rented flats.
I wanted to know the following
1). Can CHS frame such rules limiting the number of bachelors in a flat?
2). I don't think that getting a NOC from society is mandatory. The rules for renting a flat is to have a valid agreement and police verification only.
3). Is this not a case of discrimination on marital status? If yes, it is then not a violation of the fundamental rights of an Indian citizen under article 19
On a lighter note, the CHS seems to be against bachelors. So, what if 3 married couples stay in flat instead of 6 bachelor girls? Please advise.
