Hostel fess

I got my sisters admission in a girls hostel on 1 feb 2019 at 3:30 pm with her clothes and books and paid total sum of 12850 ( 6000- caution money,550-registration,6300- monthly rent) as she is preparing for CAT exam she goes for her classes at 4 pm so she just kept her belongings in that hostel and went straight to her class,and when she returns after 6 pm and goes to her hostel and begin to arrange her room she found there is no faucet gun in toilet than she complained about it but hostel authority said that they provide mug only in western toilet system no faucet gun is provided so she decides to leave hostel immediately hence we left that hostel at 6:30-7 pm approx .But hostel denied to pay fee money rs-12850 their owner said he will only return caution money of 6000 nothing else .I also went to police but they said its not easy to put hand in money case and doesn't took any interest .So i want to know can hostel keep remaining money just for 2-3 hrs stay wheather they are doing write or wrong .As I haven't done any bond with them just one recipient was provided of 12850.Hence according to law what is appropriate i we are wrong means we cant ask for full refund than it is ok .If we can get full refund what shall i do .
