Issuance of NOC, Relieving letter

I worked in a temporary post in central government organisation for almost a year as assistant Professor taking care of academics and research. However, I faced continuous harassment, abuse and mental torture by my boss. My self respect and dignity were decimated. I eventually submitted resignation. In order to avoid further harassment during notice period (one month), I paid one month salary in lieu of notice period as mentioned in my employment agreement (contractual) and requested my boss to relieve me immediately. However, he did not issue me NOC nor relieving letter. My hometown is more than 2000 km away from my work place and after resignation stayed for 2 weeks to take care of inventory and transfer files towards NOC. Even though all the processes were completed he deliberately delayed the process by pressurizing the officer in-charge not to sign my NOC. I left the place in vain but I repeatedly informed him of my failing financial and family situation and pleaded him to relieve me at earliest. Now, after more than two months he asks me to come and take care of NOC formalities. I do not have job nor i have any money to travel back.I feel being harassed and abused even after resignation and paying up upfront in lieu of notice period. I incurred expenses because of his deliberate actions. In my last communication I requested him to pay me my remaining salary as well as notice period money as he could not relive me in yet.. I wish to know what are my rights and way ahead.
