Hra deduction

Hi, I am a central govt employee and recently me and my fiancee got transferred to Mumbai. My fiancee took the govt quarters and since i had a friend in Mumbai i decided to stay with her but unfortunately she got transferred. since there was no other option available we started living together . i got HRA for the first 2 months and suddenly they withheld my HRA saying that i had put the fiancee's address in my ID card application and for nearly 6 months now i am not receiving my HRA. moreover i would like to point out that many of the employees have put the address of their native and even office adress itself in their ID card and no proof of HRA was ever asked from them. now also i am the only one who is being asked to produce the HRA proof. I have 2 queries now:- 1) previously all of the employees including the DDO had stayed in shared accomodation for years and none of their HRA was deducted 2) ours is a love marriage and hence we had no other option rather than to live together as mumbai is very expensive and the issue of safety was also there. now the DDO is miffed at us we as we are not into boot licking and he wants to harass me.(he has given this statements to various people in our office) and i am handling the workload previously held by 4 people. the office asked for a declaration for address proof and i had given the adress of a colleague and they are not accepting it as DDO and The Admin head thinks that i should be penalised somehow and living together is immoral. what should be the next course of action? i want to intimate our DG reg the double standards of the DDO and want to deduct his HRA also. any help is highly appreciated. PS:- I know that 2 govt officials are not supposed to stay in a govt accomodation . but this was like an unwritten rule here and no one had any problem till i came here.
