Clarification related to AICTE pay for Diploma level Institution
I am working as Lecturer in a Government Polytechnic College in Tamilnadu.
I was upgraded as Senior Lecturer with effect from 19.08.1999 in the AICTE recommended (Fifth Pay Commission) pay scale of Rs.[deleted] with effect from 19.08.1999.
But I was given monetary benefit from 17.11.2014 by our State Government.
In the AICTE notification 2010, it is stated that
" The pay of the incumbents to the posts of Lecturer (senior scale) (i.e. the pre-revised scale of Rs.10,000-15200) shall be fixed at the appropriate stage in Pay Band of Rs.[deleted] based on their present pay, with AGP of Rs.7000.
Lecturers with completed service of 5 years with the AGP of Rs.7000 shall be eligible, subject to other requirements laid down by the AICTE to move up to the AGP of Rs.8000."
In AICTE clarification issued in 2016, it is clarified in sl. no. 45 that
" The period specified in the AICTE Regulations, 2010 for upward movement of Lecturer from AGP
of Rs.7000 to AGP of Rs.8000 shall be counted from the date of placement of Lecturer in the corresponding pre - revised Pay Scale "
Kindly clarify whether I am eligible to get AGP of Rs.8000 from 01.01.2006 (completed more than 5 years service in the pre-revised scale) or from 17.11.2009 (completion of 5 years from the date of monetary effect).
