Good Academic Record

I applied for the post of Assistant Professor in English advertised by the state public service commission. I fulfill all essential qualifications for the post. But the commission has rejected my candidature on the ground that I do not possess Good Academic Record as defined by the state govt. The state govt. has, besides 55% marks in Post Graduation in relevant subject, defined, a 50% in graduation as a Good Academic Record. I am an honour's graduate in relevant subject. My university assesses the percentage of marks on the basis of marks in honour's subject only. In my state no university provides graduation with honour's in any subject. The percentage of marks of other candidates is determined on the basis of marks obtained in all the subjects taken in graduation. Their percentage of marks reaches the required percentage even if they have marks much lower than me in the relevant subject. If my percentage is assessed on the basis of marks obtained by me in all the subjects I had in graduation I also possess the required percentage. Can I demand the assessment of percentage through the similar criteria?
