Transfer of Bond from Haryana PSU(HVPN) to Haryana Education Dept.

Sir, I am currently working as JE/IT in HVPN (A Govt. of Haryana undertaking) and Joined since Oct/2016. Before joining the HVPN I had also applied for the Post of PGT Computer Science in July/2015 in the Education Dept. of Haryana Govt. While joining the HVPNL a bond was furnished by me which state that I will have to serve the HVPN for 2 years after the institutional training of 1 year (The period of training may be increased or decreased as per the administration decision). If I failed to serve the Nigam for the bounded I will have to pay the Training cost including all pay and allowances paid to me along with 9% annual interest. It has been 2 years 2 months in HVPN and I got selected in Haryana Education Dept for the post of PGT Computer Science but the dept is denying to give back my original documents and is also forcing to pay the full salary amount along with training cost with 9% annual interest. They are not accepting the DPE, July/2004 guidelines under order 29. DPE/Guidelines/II(c)/29 Enforcement/transfer of bond in respect of employees of Public Enterprises who leave the services of one Undertaking to join another Undertaking/ Government. HVPN in joining letter claimed to give 1 year institutional training but given only 15 Days training till now at their training institute. On the other hand the Joint Director/Education Dept. of Haryana also denied to give extension for joining for the remaining period of 10 months and said he can offer only 2-3 months extension for joining period. The HVPN has calculated the Bond amount till now as 11 lacs approx and due to my weak financial condition I am unable to pay such a big amount to the HVPN. Should I opt for Legal action against the duo i.e. HVPN and Edu. Dept? If yes, how much time it will take to get the same resolved? Needs time bounded reply. Seeking Positive Reply.
