Nuisance by neighbor

Hello sir/ madam we live in row house and our neighboring property is given on rent where huge utensils are stored. basically his gives this huge utensils on rental basis. Every single day unbearable noises he makes due to dragging, loading / unloading of these huge utensils in trucks. we have requested him 100 times but nothing has changed. he loads utensils early morning and till late night which disturbs our sleep. he even keeps more than 2 cylinders in his property which is threat to other houses. actual owner of the property doesn't respond too. other neighbor doesn't say a word cos their son works with them and now & then they gets treats from this man. my mother is senior citizen, i have a dog suffering from heart issue and as a person i need peace in my house which this man is not allowing us. on top of that he is telling us "Go and make complaint wherever you want to" police/ Bmc People comes take lump-sum amount and go. i am really frustrated and want to get rid of this neighbour. do common people like us have any power over these kinda people.
