Electricity bill issue

My father was purchased a house rent property from his neighbor in 2015 beside our home. When my father was purchased this property there was no any electricity bill pending as said by seller, also my father did not received single bill from electricity department since 2015 but now last week the electricity department’s executive came at house and asked about seller(old owner of this properties) then my father told them that we are owner of this property then the electricity’s executive told us that there is Rs. 120000/- electricity bill pending after that my father had been socked and then after my father asked to electricity executive about bill that where was this bill till now then electricity executive told to my father that the electricity department was sending this bill to another similar name village since first day of electricity connection. Now the electricity executive is saying that they will transfer all these amount at my father name. we could not understand that how electricity department can do that and how they can impose their mistake to consumers.
