Regarding f&f

I was working in IT firm at Noida location. I left that company in Nov 2017 due to my marriage. I have served notice period as HR suggested me and 15th Nov was my last working day in that firm. At that time HR said me that I will receive my F&F in 45 days as per policy. After that I am following up continuously with HR and Owner of the company. 1 year has been passed but my F&F is till pending. My total amount was INR 60,000/- . The Owner of the company has been transferred INR 47,000/- and INR 13,000/- is still remaining. The last credited amount was in month July 2018. I am continuously taking follow up by email and call with HR and with Owner of the company but always said that they will transfer amount by next week or next month but today is 4th Dec 2018, almost 5 months has been passed and they are still saying same. I have all the proof in email and also I have audio call whatever he/she said to me. Please suggest what should I do? Shall I apply in Labour court or something else?
