Not relieved from duty consequent on transfer for 16 months.

I am class II officer in Ministry of Defence(Finance) under CGDA New Delhi. On completion of my tenure in my present office at Mumbai request for transfer to Shillong. I got my transfer to Shillong in July 2017. I was not relieved. Meantime my daughter completed her 12th Std. I opted to take her admission for degree course at Pune because I have completed my tenure at Mumbai. I request to change transfer from Shillong to Pune. That was agreed and transferred order was modified. Meantime CGDA New Delhi issued various letters & circulars to relieve me. However, the relieving authority IFA(WNC) Mumbai has not relieved me. This is on the pretext that no substitute is posted. However, in the transfer order it is clearly mentioned that "transfer may be effected immediately. Should not be withheld on the grounds substitute is not posted or reported". I have given grievance to the head of department i.e. CGDA New Delhi. Reply to grievance is not received from last 3 months. CGDA issue letters to IFA(WNC) but latter don't care for it. This causing harassment and mental torture to me and my family. Kindly advice what are the legal options available to me. Can my wife give police complaint for torture to her and family.
