Women employee transfer in public sector banks

Hello sir I am an unmarried female employee working as a probationary officer in a leading public sector bank(chennai hq). I got posted in a semi urban branch as my 1st posting, which is 580km away from my home. I have already completed 27 months here and also got confirmation. In the mean time I have faced a lot of hardship in this branch and requested for a transfer in the regional office of our bank, but it was denied by saying the same can be done by the head office only and it's not in the power of regional office. But after 10months of my request I got a transfer order which is way more farther than this place (another 110km distance). And its a new branch started from July and that place is a maoist place and not a very safe place for a girl.Here I want to mention this transfer order was by regional office not head office. Then I requested them multiple times to cancel this order or place me near my home. But without taking in to consideration the hardship I am facing they relieved me and order me to join that branch. So please tell what can be the legal steps taken to get a favourable posting? And in goi 2014 guidelines it's already mentioned to give a favourable transfer to female officers.
