Cheated by a Travel Agent for Andaman tour package

Hello, This is Aloysius Remixon from Hyderabad, I booked a travel package for a trip to Andaman through a Kolkata based travel agent, travel agent got full payment and cheated me by not providing any services. Its a private limited company registered with ROC, but dealt with fake address, so my legal notice could not reach him. Could you please advise what legal action can be taken against me to get my money back. I registered a complaint with Hyderabad cybercrime police station, but there seems to be no progress in case and I am not getting proper response, despite tracking him is not a problem as his phone number and the bank accounts are still active. please advise on the below. How can I get the legal notice reached to him and get him to the District forum or court, will court directly or through police help to get that reached? He is from Kolkata and I am in Hyderabad, will the hearing happen in Hyderabad itself if he denies to come down to Hyderabad for hearing what will happen? Thank you Aloysius Remixon
