The manufacturer don't refund amount and makes it against cancellation and makes the extra bill

We have transferred 20100 to ranjitkumar an employee of Vasavi furniture industry on 27.09.2018(10000) and 1.10.2018(10000). They gave the delivery time as 17.10.2018. but after 12.10.2018 they were not picking the calls andwe don't have the update. On 23.10.2018 we got a contact of Kishore (who claims as owner) from Facebook. When we asked him about our product making status he says that he was not aware of the order and after some time he apologized and asked us to wait till 26.10.2018. then we denied and asked for refund but he denied to refund the amount. We again asked him on 25.10.2018 for the refund and informed him that we have raised grievince in consumer forum. On 26.10.2018 he started making the product and made call by his employees so that we have to visit the factory or else need to pay the balance amount. Our deal was to make the product for 40000 rupees including taxes and delivery. Now he adds extra GST and delivery charges. We want your advice on how to proceed further to get the refund and sue the Vasavi furniture industry for the stress they have given to us.
