Complain for unauthorized construction & encroachment.

Sir managing committee has allowed owner of adjacent bunglow to contruct additional floor with approval of BMC,but it happened that terrace of such additional floor levelling and touching our south wall of building which by default has windows @ each floor, and as per building plan 4-5 feet distance is maintained for both building and bunglow at base level but from top they have murged. Owner of 1st & 2nd compromising & extracting huge amount and deliberately creating situation for us, which not only violates our fundamental rights but also breaches our privacy and security. Finally we had complained to local authorities(BMC) but unfortunately last 8months no concrete action taken against society(MC) nor owner of adjacent bunglow. Kindly suggest alternate Remedies to such situation, a) can i stop society maintenance bill. b) can i ask compensation for breach of easements rights from society or bmc for allowing such construction. c) any other non litigation Remedies as per your advice.
