Writ petition service cases

I have filed writ petition in Uttrakhand High court ( Nainital ) in Feb 2018 regarding result published by Uttrakahnd public service commission for post of Junior engineer in Uttrakhand Pey jal dept. High court admit my writ petition and issue notice to government respondent & private respondent for counter affidavit. In the mean time my interm relief application was under pending status. but after 2 hearings Uttrakhand Public service commission ( main respondent ) and state government respondent fail to provide counter affidavit on their behalf and private respondent whose result was to quashed despite notice given by high court does not appeared in court for hearing. In the mean time high court order the government respondent to provide counter at the earliest but in mean time I filed RTI to Uttrakahnd pey jal dept and got informed that private respondent was offer oppointment. I applied urgent application through my advocate and again case for came up for hearing and highcourt again issue notice to private respondent and on again appearing none of them able to provide counter on their behalf. High court has order to admit the writ petition for final disposal. my question to you is that if case is under my favour then will the private respondent who have got appointment on said post will be terminated or government respondent will produce another post for me. In advertisement of vaccancy they have mentioned that post may increase or decrease as per requirement of government.
