My father won a case of demotion in job after 13 years. But still havent got the compensation.

Hello sir, My father was demoted from his position of Assistant administrative officer in a central govt autonomous institute in 2003 stating they position he held was not according to the law after 4 years of getting promoted to that post from Lower Division Clerk . He filed a writ petition in High court challenging the order and won the case in July 2016 after 13 years. After he won the institute promoted him to his earlier position in oct 2016 but demoted him again stating the same reason of no such post. He was compensated with the salary of 3 months from the date of winning the case i.e july 2016 to the date sept 2016. My father asked for compensation from 2003 to 2016 through court according to the post but havent got any reply from them till now.He filed an RTI for information regarding the same but still got no reply. My father retired in July 2017 with a heavy heart as he was mentally harassed for all these years without any success even after winning the case in High court. He filed a contempt of court case in High court and its still there with a no hope of getting any hearing soon. He is suffering from mental depression. What should i/he do so that he gets his compensation from the govt as soon as possible ? Thank you.
