Smoking tobaco in private space yet fined

I have been sued for smoking in a place where the density of people is zero within a 50m range radius.My age is 21years old which makes me legal to smoke tobacco and also the quantity was only one cigarette.The constable checked for any marijuana in my pockets and under the pretext of checking my pocket,he silently slipped out my phone while I was speaking to the other constable.As my bike was parked he asked me whether it had insurance and c-book.My home was just a 5min drive and I live in the vizag steelplant community.Unfortunately,the c-book was in my home and he said "show me the papers in station" without mentioning that he took my phone as leverage,my friend was with me as an evidence that he didn't mention it.A few minutes later,I found my phone missing and soon realized that it was him who took it.Quickly,i reached the station to ask whether it was him who took it,he said"yeah,what.? you know I took it" and then asked for the papers,which I had and told him it was wrong on his part and yes i do have the legal papers.he argued that he had to file a petty case and I have to pay a fine of 200rs and said he'l give my phone only upon writing my name and also giving him my original license as leverage,even the other inspectors asked me to do the same saying "nothing will happen on a petty case issue" and now I get to know that I will have to waste my time going out to a court and paying fine for a stupid crime which isn't even a real thing.Do I have any legal ground on which I can avoid the fine?Or make a statement I was correct.?
