Unfair actions taken by college

I'm student of national institute of technology nagpur. We are made to stay in the same hostel with juniors. Juniors used to come to our rooms asking for help. Neither we were given any official notice that we were not supposed to meet their rooms or something. There is this unofficial tradition called adoption in college where seniors adopt juniors to form tech family. So my friend had adopted this junior girl. And she needed some help with admission process. There we interacted normally with juniors. Later college took the action of hostel restication for visiting Junior's rooms. And out of 4people only two were given the punishment. I do not know how do they decide the leader of people have talked normally and no sort of ragging happened. And if the punishment is for visiting the room and talking to juniors why not everyone present there. And even the juniors whose room we visited have given the statement that no sort of ragging happened and I helped them a lot in admission stuff. But since college wants to prove that they have very active anti-ragging squad and mass action cannot be taken they have just randomly picked some who are little low in academics. Which straight means that people who do not Excel in academics do not have right to life. I'm in so much problem and have got no idea what to do. Please help.
