Regarding transfer

Respected Sir, I am an employee of a PSU and has been posted to a very far off location, problem is not the location or the distance but problem is that even after completing minimum desired period of posting at one place management is not entertaining my transfer request, I have many personal issues, my family is living alone and my parents are not well and undergoing treatment , I submitted all the relevant documents , medical proofs but still management is not bothered, I have sent numerous mails to the concerned authority over past one year but they have not replied once! Meanwhile they're transferring other candidates who don't even qualify the criteria of transfer in the name of organisational need , sir management is totally biased towards blessed few wherein those who really need it and I know that their decision is totally biased , please tell sir that how a legal action can be initiated against the competent authority who is neglecting my requests and what is the possible legal solution for this? Please help me sir Thank you
