Hoardings put for Ganapati festival on the road

I would like to know if putting up Advertisement hoardings is legal in mumbai for ganapati festival.These hoardings are erected on the pole on the road. These hoardings are put in a cluster and is actually blocking my path and air thereby causing inconvenience.I had requested members of this Ganesh mandal to remove one of the hoardings but they did not oblige so I decided to call the police to tell the members to remove one of the hoardings and place it somewhere which the police asked them to do.But they did not oblige and were told to come to the police station and they asked me and wife to accompany them as well. The police incharge of the station also told them to remove the hoarding which they said that would do but did not remove it after 5 days as was promised by them.They said that they had the permit to put the hoardings but when asked by the cops they said that they would bring it and show it to them. I believe these member of the Ganpati mandal do not have the permit In this scenario I would like to know are these people liable to be prosecuted
