Car Accident - Hit and Run

I met with an accident yesterday. I was driving back home from office with my colleague when a car banged my car damaging the bumper and both doors on the right hand side. I got down and went to talk to the driver of that car. He was a middle aged man (55-60 years of age, I am guessing) completely drunk travelling with his son. There was a jam and I asked my colleague to stay with that car while I parked my car to the side of the road. While doing so, that man tried to run away from the spot. I quickly parked my car and went to the other car who had banged my car, but was unable to stop him as he tried to drive away past me. I tried to stop him but kept trying to get away. I opened his car door and then he pushed me and got away. My colleague clicked a few pictures which show the car number and the car. I immediately called 100 and was asked to report to the nearest police station. I went to the nearest police station and spoke to the inspector there. He advised me to come back tomorrow as it was the occasion of Janamastami and Dahi Handi celebrations were going on, there were no patrol cops or others available and it was around 10 in the night. I have recorded the conversation with the inspector. When I went to the police station today, the inspector noted the number of that car and found out his address and went to his house. The inspector told me that the owner of that car was not home. He called him up and found out that he was still drunk and giving vague answers on the phone like he is not in the city and things like that. I asked him to register an FIR but he tried to convince me that it would be of no use as there is no strong case. He has noted my complaint on a paper and took my details and the complete description of the scene. He has asked me to come back on Thursday. I want to know if I can proceed with filing my FIR against him and if I am entitled to get the compensation as well as an apology from that car owner for his negligence. I would like to know on how should I proceed now.
