School not issuing original certificates and transfer certificates

My son's school has refused to issue the TC as the last semester's fee is unpaid. My husband is suffering from severe Depression and is unemployed it has been really difficult for us to even manage the basic necessities. We have been requesting the principal to help us as the application dates for most of the colleges have already passed. However, she has refused to even talk to us. We do not have money to get him admitted to private institutions due to financial stress. We are going through really difficult phase for some time now and earlier also requested principal to only charge the tution fee. But she asked us to transfer the son to a different school. We did not wanted to take a chance as no school would admit candidate for 12th board. So we somehow managed to pay around 24000 fee (quarterly) every time. Please help me to understand if there is any possibility that we can save my son's year getting wasted. He is also under severe stress due to this incident. I am very worried about him.
