Second marriage without divorcing 1st wife

Respected sir I m a Muslim guy I m a govt servant I got govt job in composionate ground my father is paralysed and my mother is heart and bp patient my question is my wife is not leaving with me from past 5 months she says to come and stay in her city it's not possible to me to go their though I ve govt job and responsibilities for my parents she has done this several times in this married 2 years many time I brought her requesting with my family members one time she wasn't ready to come dn I sent her notice for counselling she returned and stayed with me for 8 months now again she returned to her home now she her father is not ready to sent her at last I sent a letter of complaint to the jamat of their locality from my Islamic Regis jamat they called me and given judgment in her favour says to make home in to her city it's not possible I fear to take legal action she balamed me that my family made her to work and abused her and she has a life threat to come my home hence she is ready to come and stay with me if a make house at her city I fear if go legal she will make fake charges against me plz suggest me can I marry without divorcing her and if I what legal action she can take .. waiting for Ur needfull reply sir..
