Illegal building

Hi, My father bought a land of 26 decimal to my mother. It has two dags. One has 19 decimal and another has 7 decimal. But my land is recorded now as 18 decimal (instead of 19) and 7 decimal. So the total becomes 25 decimals. In 2003 my neighbors claim that I have 25 decimal and they occupied some portion of land with the help of local political leaders and police. Due to our financial conditions, we could not take any step at that time. Meanwhile they raised a building there. Later we surveyed and saw that they have encroached about 2.5 decimal out of recorded 18 decimal. We appeared to District Judge's court. But case does n't move at the expected way. we got only date after date, but nothing happen. Meanwhile they have raised a big building over the land. Last year court appoint a commissioner to measure the land. He came and surveyed the half day. Then he set another date for remaining survey. But till now he hasn't appeared for the survey. Therefore I would like to know if we can get back our encroached (2.5 decimal) land and how. Can we also get any injunction at this stage (so that other party can't use the house and do any business)? We are very much disappointed in fact. We have lost our land , money and time as well. Please advice what we should do. Regards
